Dakar: the monetary centre of the Union
Dakar is Senegal’s capital and economic heart. It hosts the BCEAO headquarters and the main branch of its National Directorate for Senegal, on Boulevard du Général de Gaulle. The central bank also has auxiliary branches in Kaolack and Ziguinchor.

It was in Dakar that the BCEAO officially launched the interoperable instant payment platform, PI-SPI, on 30 September 2025. On the business side, the SME development agency ADEPME supports Senegalese SMEs, including on access to finance.
From payment flows to a credit score
PI-SPI connects banks, e-money issuers and MFIs, with an interoperable QR code. SME payment flows reach us through our partner fintechs and payment aggregators. ENGINE combines them with your internal data, without centralising it, to produce a dynamic 300 to 850 score along with its explanatory factors.

Compliance in Senegal: CDP, Law No. 2008-12 and BCEAO
Senegal was one of the first African countries to legislate on personal data, with Law No. 2008-12 of 25 January 2008. Compliance is overseen by the Commission de protection des données personnelles (CDP).
